Such a possibility implies that the slope of the spectrum of cosmic rays in the inner Galaxy is harder than that of the locally observed cosmic ray flux. Indication for this is present in the gamma- ray data. Several possible explanations for this harder spectrum might exist. A direct test of this scenario would be detection of the large angular scale diffuse gamma-ray emission above 10-30 TeV, which would be the direct counterpart of the neutrino signal.
