The discovery of neutrino oscillations in atmospheric neutrinos has opened new frontiers in neutrino physics. We now know that neutrinos have non-zero mass and mixing. The study of neutrino oscillations will naturally play a key role in the exploration of new physics beyond the Standard Model. The determination of the neutrino mixing matrix and mass matrix is one of the most important issues for elementary particle physics in the coming century. The origin of neutrino oscillations may also be connected to the possible GUTs. In this workshop, we bring experimentalists and theorists together and discuss the following subjets: (1) Recent results on atmospheric neutrino oscillations and progress towards the precise determination of the related parameters (2) Long baseline experiments (current and future) (3) Recent results of solar neutrino experiments as well as the solar models and nuclear fusion reactions. (4) Neutrino mass and mixing matrix (5) Origin of neutrino masses (6) Lepton flavor violation (7) Baryon number violation, with an eye towards future proton decay experiments Super-K will present new Solar and Atmospheric results updated on November2000. This workshop is supported by the Grants-in-Aid for Scientific Research on Priority Areas A, ''Neutrino Oscillations and Their Origin,'' from the Ministry of Education, Science, Sports and Culture, Japan. (1) NOON2000 Workshop Site & Date December 6th-8th, 2000 Sanjyo-hall, Hongo-campus, University of Tokyo, Tokyo, Japan Attendance will be limited to 100 participants. There will also be a separate workshop of low energy solar neutrinos below 1 MeV on the 4th and 5th of December at the same location. In this worksho (2nd LowNu workshop), the detection of low energy solar neutrinos will be discussed to make low energy real time solar neutrino detectors possible. Detail of this workshop will be found in the following home page, http://www-sk.icrr.u-tokyo.ac.jp/neutlowe (2) Registration Please fill in the registration form in the following home page, http://www-sk.icrr.u-tokyo.ac.jp/noon2000/ The registration fee, which will be used for refreshments, is 1500 Japanese yen. Please pay registration fee at the workshop site. (3) Proceedings Proceedings of this workshop will be published. Instructions for the proceedings will be sent to speakers as soon as they are available.
