This is the 3rd workshop in series, after NP01 (2001, Tsukuba) and NP02 (2002, Kyoto). This year, we would like to extend discussions toward full proposals, which will be called for sometime this year. A special session on neutrino experiments will be held as a part of NP04 from August 24 through 26, 2004, at KEK, Tsukuba, Ibaraki, Japan (please note the date and place). The civil engineering of the J-PARC accelerators is in rapid progress at the Tokai site of JAERI. Major components of the accelerators are in mass-production phase. The construction of Nuclear and Particle physics experimental hall is planned to start this year. Good news is that the construction budget for a neutrino beam line has been approved at the end of 2003; the construction period is from JFY2004 to JFY2008. The layout design of all the beam lines is almost at the final stage. We hope many people who will prepare the full proposals to attend the workshop and join the discussion. The details of the workshop will be distributed in the next circular. The Workshop Home Page will be prepared at http://j-parc.jp/NP04/ , soon. Subjects to be discussed: 1.Strangeness Nuclear Physics Experiments 2.Nuclear/Hadron Physics Experiments 3.Neutrino Experiments 4.Kaon Rare Decay Experiments 5.Muon Rare Decay Experiments 6.Physics with Low-Energy Anti-Protons Local Organizing Committee: S. Nagamiya (KEK/JAERI; Chairperson) K. Imai (Kyoto) J. Imazato (KEK) T. Kobayashi (KEK) T. Komatsubara (KEK) T. Nagae (KEK) K. Nishikawa (Kyoto) S. Sawada (KEK) T. Takahashi (KEK/Tohoku) M. Takasaki (KEK) T. Yamanaka (Osaka) If you have questions or comments, please send an e-mail to Prof. T. Takahashi at toshiyuki.takahashi [at] kek.jp . For the neutrino session, please contact Prof. T. Kobayashi at takashi.kobayashi [at] kek.jp . ===================================
