This meeting is the first of the new series of international conference in the field of particle physics sponsored by IUPAP. The participation is invitation only same as the other IUPAP sponsored conferences, ICHEP and Lepton-Photon. The number of expected participants is about 400. The quotas will be allocated to each countries and regions by the Local Organizing Committee. The purpose of the conference is to provide an opportunity for people working on the detector development to discuss all the aspects of the technology and instrumentation developing in the particle physics, including its applications to other fields such as accelerator, space and medical. There are several international conferences on particle detectors. They are, however, mostly limited to particular detector components. In TIPP09, all the detector technologies will be discussed both separately and jointly in one place. The meeting is composed of plenary and parallel sessions. A poster session is also planned. The Sunday is reserved for excursions to several attractive places near Tsukuba. Some other social events will be announced in the next bulletin.
